Smarty's principle is a little bit different from other wedges. The underlying physics are, that you need tension from inside to the steerer tube.  You can achieve this with a central conical bolt like most other wedges are using it. Or you use a excentric conical bolt which makes a tangential tension on the expander-ring.

Here is a cut of Smarty's heart.

There is a M4 Torx20 bolt (stainless steel) and a 30° conical nut (stainless steel).

While tightening the bolt from the top, the conical elements bring a tension to the expander-element.
